Strategic opportunities in Russia’s Arctic energy development: A comparative analysis of India and China’s engagement

Abstract:

The Arctic region, situated in the northernmost part of the Earth and comprising Canada, the United States, Iceland, Norway, Sweden, Finland, Greenland, and Russia, presents a distinctive landscape characterised by extreme environmental conditions. It possesses substantial natural resources, including oil, gas, and rare minerals, which also play a crucial role in regulating the global climate. The phenomenon of climate change, coupled with diverse environmental vulnerabilities, has positioned the region as a pivotal area of strategic interest for nations around the globe, by facilitating opportunities for energy exploration and the opening of new maritime routes. The region is evolving into a landscape of power and competition, influenced by the significant presence of major powers such as the USA and Russia. Furthermore, the Russia-Ukraine war and Western sanctions on Russia have radically altered the regional dynamics. The region, once confined to the Arctic states, now holds immense significance for external players as well. Following Western sanctions, Russia is seeking new partners and shifting its focus to the East, often referred to as the "Easternization of the Arctic." As Russia moves toward the East, China and India are emerging as significant partners. Therefore, the paper analyses the strategic importance of the Arctic region for India and examines the extending interest of China in the region. Additionally, it explores the dynamics of Russia-China and Russia-India relations in the Arctic and explores opportunities for a trilateral partnership between the three countries. The study conducts an in-depth analysis of various government reports, expert interviews, and research articles to provide a comprehensive understanding of the geopolitical dimensions of the region. The paper aims to provide an understanding of how India can strengthen its position in the region by calibrating its policies to promote its interest in the region by partnership with the Russian government.
